Promise Background
There has been a substantial investment in the re-construction and upgrading of Afghanistan's infrastructure. A number of roads, schools, hospitals, governmental buildings, bridges and water cannels have been built in different parts of Afghanistan over the last 14 years with the assistance of the international community. Both the government of Afghanistan, donor agencies and local communities have expressed concern regarding the transparency of the procurement process, quality of construction, and the technical capacity of the contracting companies for direct implementation. During his pre-election campaign, Ghani committed to the development of 10 capable construction companies to effectively develop Afghanistan’s infrastructure projects.
