Promise Background
During President Ghani’s election campaign, the equitable participation and development of women’s rights across political, heath, educational and economic was a key area of his pledges to Afghanistan’s women. As part of these commitments, President Ghani committed ensuring women’s inheritance in the legal framework in his campaign manifesto: “The fifth pillar, which is of vital importance to women, is ensuring their legitimate and civil rights within the legal framework. One of the most important rights of women is the right to inheritance and to turn this right into reality.” (Change and Continuity: A Manifesto)

Indicators to Measure Progress
  • 1. New policies and procedures enacted to guarantee women's inheritance
  • 2. Afghan women reporting their ability to inherit in accordance with the legal framework
  • 3. Afghanistan’s Judiciary system providing a process to women’s right to inheritance
