According to reports published by the United States Institute of Peace (USIP), Afghanistan National Police (ANP) officers were expected to perform as Afghanistan National Army (ANA) soldiers in combating insurgent groups without the adequate equipment or training for a role they were never intended to perform. According to the report ANP losses in 2008 were three times higher than ANA casualties with 3,400 police killed or wounded between 2007 and 2009. (
