In his pre-election manifesto, President Ghani committed to community led development of urban areas through the creation of an Urban Solidarity Program: "Since the more cities grow, the more there’s a gap between inhabitants of the city and the municipality, the composition of the administration of outskirts and neighborhoods will be fundamentally prepared to accommodate the people’s participation. Our pledge is that we will create elected people’s councils at the level of outskirts and neighborhoods and just like the National Solidarity Program, we will create an urban solidarity program so that the necessary opportunities for active participation of the people is created.” (Change and Continuity: A Manifesto)"
